Steven Loeb, J.D. CEO
After graduating from the Tulane School of Architecture in 1982, Mr. Loeb worked as an associate architect with the Curtis and Davis firm in New Orleans on projects including the Louisiana World’s Fair and the Greater New Orleans Mississippi River Bridge serving as the only architect working with the engineers on the bridge and connecting highways. In 1983, Mr. Loeb was transferred to Houston, TX after Curtis and Davis was acquired by Daniel Mann Johnson and Mendenhall, an international architectural and engineering firm. The primary projects in Houston were a large public hospital and a rapid rail transit system for Houston, TX.
In 1984 Mr. Loeb returned to New Orleans where he started a design-build firm. After the birth of his son, Mr. Loeb began law school in August 1986. Mr. Loeb worked full time in his design-build business and then later as a full time law clerk, attending law school at night. His daughter was born in the spring of his first semester in law school.
Immediately after obtaining his Juris Doctor, Mr. Loeb joined his present law firm. His law practice focuses exclusively on construction and public bid law, principally as a litigator representing design professionals, contractors and public owners.
In 2018, Steven Loeb founded Construction Project Neutral, LLC.

Representative Matters
Represented surety during takeover of bankrupt contractor on projects exceeding $100 million, resolving a majority through negotiation and litigating balance.
Represented a public airport authority who terminated a contractor and its surety for failure to properly and timely perform work resulting in complex multi-party litigation with over $50 million at stake.
Represented a major highway contractor against a public transportation agency in Texas and collected over $2 million for the contractor’s extra work and delay claims.
Negotiated resolution of a complex claim between the general contractor, subcontractors, suppliers and casino developer requiring the on-site personal presence of Mr. Loeb to manage the project to a successful and timely completion.
Lead counsel on $10 million dollar mold and moisture intrusion case representing the public owner against general contractor, surety, architect, developer, insurance carriers and subcontractors.
Handled construction litigation and American with Disabilities cases in Texas, Louisiana, Florida, Mississippi and Arkansas.
